Whether with or with no rash, itchy shins (front of legs) can be pretty annoying. Dry Skin

With very little fat, the thin skin around your shins is prone to drying. Itchy shins and calves with no rash may be just a case of extremely dry skin.   • Hypothyroidism: Hypothyroidism is a metabolic condition in which the body produces insufficient thyroid hormone.
